e2fsprogs software package provides ext2/ext3/ext4 file system utilities, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install e2fsprogs
e2fsprogs is installed in your system.
